          4                 MS. KIPLIN:  Good morning.  I'm calling to

          5   order the public comment hearing on the proposed

          6   amendments to the Lotto Texas jackpot estimation

          7   procedure that is OC-JE-002.  Today is Wednesday,

          8   September 7, 2011.  It is 10:03 a.m.  We are at the

          9   Texas Lottery Commission headquarters in the auditorium

         10   on the first floor, 611 East 6th Street, Austin, Texas.

         11                 My name is Kimberly Kiplin.  I'm the

         12   General Counsel for the Texas Lottery Commission.  With

         13   me today is Kathy Pyka, the Controller for the Texas

         14   Lottery Commission.

         15                 The purpose of this hearing is to receive

         16   public comment regarding the proposed amendments to the

         17   Lotto Texas jackpot estimation procedure.  At this time

         18   I have no witness affirmation forms from anybody who

         19   wishes to provide public comment, nor is there anybody

         20   in the auditorium, other than members of the staff, for

         21   purposes of providing public comment.

         22                 We will stand at recess.  I'm planning on

         23   giving folks who may be caught in traffic or having

         24   difficulty finding our building some time to arrive, in

         25   the interest of receiving public comment on this

          1   particular procedure.  And so we will stand at recess

          2   until 10:20, at which time, if there is anybody here who

          3   wants to provide public comment, we'll be happy to

          4   receive that into the record.

          5                 So at this time we're going to recess the

          6   hearing until 10:20.
