4                 MS. JOSEPH:  Good morning.  My name is
5   Sandra Joseph.  I'm Special Counsel for the Texas
6   Lottery Commission.  We're here today to conduct a
7   public comment hearing on three rule proposals.  The
8   first one is the repeal of 402.304.  This is a bingo
9   rule concerning system service provider.  Secondly,
10  Bingo Rule 402.406, bingo chairperson.  And finally,
11  new rule qualifications and requirements for license
12  to conduct bingo, Rule No. 402.420.  These are all
13  rules related to bingo.
14                At this time I have one appearance slip
15  from Mr. Steve Bresnen.  Mr. Bresnen, would you like
16  to offer comments?
17      COMMENTS ON BEHALF OF THE BINGO INTEREST GROUP
18                MR. BRESNEN:  Thank you.  My name is
19  Steve Bresnen.  I'm here on behalf of the Bingo
20  Interest Group.  We support adoption of each of the
21  three rules, that being 402.304, 402.406 and 402.420.
22                We appreciate the Commission staff for
23  promptly bringing rules forward that are necessary to
24  implement the new legislation and also are thankful
25  for pulling together all the required documentation in

1   a chart in a single rule that should be helpful to
2   everybody to gain compliance.
3                 Noting that we have several weeks before
4   the comment period expires, I will circulate the chart
5   to a couple of folks that do a lot of the licensing
6   work and ask them if they need any clarifications,
7   additions, subtractions, anything like that, and
8   provide additional comment before the close of the
9   comment period.
10                Thank you.  And that concludes my
11  remarks.
