12                 BE IT REMEMBERED THAT on Wednesday,
13   the 10th day of September 2008, the above-entitled
14   public comment hearing was held from 10:00 a.m. to
15   10:31 a.m., at the Offices of the Texas Lottery
16   Commission, 611 East 6th Street, Austin, Texas 78701,
17   before DEANNE RIENSTRA, ASSISTANT GENERAL COUNSEL.

 4                 MS. REINSTRA:  Okay.  Good morning.
 5   My name is Deanne Rienstra, Assistant General Counsel
 6   for the Texas Lottery Commission.  With me today is
 7   Kelly Stuckey, Financial Operations Manager in the
 8   Office of the Controller.
 9                 I am calling to order this public
10   comment hearing regarding the proposed procedure Lotto
11   Texas Jackpot Estimation Procedure No. OC-JE-002.
12                 Today is Wednesday, September 10, 2008,
13   and the time is ten o'clock, 10:00 a.m.  The notice
14   for this hearing stated that the hearing would be held
15   at 10:00 a.m. today here at the Commission auditorium
16   at the Texas Lottery Headquarters at 611 East 6th
17   Street, Austin, Texas.
18                 The proposed procedure was published in
19   the July 11, 2008 edition of the Texas Register.
20   We've placed witness affirmation forms and copies of
21   the Texas Lottery Commission's proposed procedure in
22   the entry for the public to review.  Anyone who wishes
23   to provide public comment needs to complete a witness
24   affirmation form.
25                 Is there anyone in the audience who

 3                 MS. REINSTRA:  Because I see no
 4   indication that there is anyone present who intends to
 5   make a comment, I am going to recess the hearing until
 6   10:30 a.m. in case there is someone who is having a
 7   hard time finding the building or finding a place to
 8   park.
 9                 It is now 10:02 a.m.  Off the record.

11                 MS. REINSTRA:  Good morning.  My name is
12   Deanne Rienstra, and I'm calling this public comment
13   hearing back to order.  I recessed this hearing from
14   10:02 a.m. until 10:30 a.m. in case someone wanted to
15   provide comment and was having trouble getting here.
16                 Is there now anybody in the audience who
17   wishes to provide public comment?

19                 MS. REINSTRA:  Again, I see no
20   indication that anyone is present who intends to make
21   comment.  For the record, the only people in the
22   auditorium are Debbie Jamieson with the Legal Services
23   Division and Kelly Stuckey with the Office of the
24   Controller and myself and the court reporter.
